I – LOCAL HISTORY AND BACKGROUND:
Phuoc Loc Vocational Training Center is located between the 50th and 51st kilometer of the National Road 51, Tan Phuoc Commune, Tan Thanh District, BaRia-VungTau Province, Viet Nam. Phuoc Loc village is about 38 kilometers from Vung Tau, one of the most beautiful beaches of Viet Nam, and about 80 kilometers from Ho Chi Minh City in the South-Eastwards. In the Southern part of the province, there is a long coast with beautiful beaches. The weather of BaRia VungTau is quite stable and mild, and the temperarure is in average of 22C to 32C. The situation of BaRia VungTau is ready for the process of development, industrialization and progress of the Third Millenium.
According to the local statistics of year 2002, the population of BaRia VungTau Province is 862.081, and over 30% of the province population move in from the North of Viet Nam after the year 1975.
In 2003, the population of Tan Thanh District is about 92.923, whose majority make the living by raising crops and cultivating other products on the limited and shortly fertile soil. Another small number of the population catch fish in the Nam Hai sea and the estuary area of Saigon river. Half of the population are poor folks [average of daily income 100,000VND(=5.00USD)/per family].
About 50% of Tan Thanh District population are young (under 25 years of age), among whom, 20.000 are at the age from 12 to 18 (23% of The Tan Thanh population). Besides, thousands of young people from the provinces of the North flow to this zone to look for jobs, and most of them are not ready for any skill.
The number of the youth under 18 are about 40.000 (nearly 40% of the district population). Every year, some thousand drop off their studies (either secondary or high school) due of the shortcoming of finance. Some help their parents doing houseworks or laboring, while many others have nothing to do or even become a great burden to their families and the society, falling in delinquencies. This number of young people have become a big problem to the locality.
Moreover, after having graduated from high school, only about 5% of students are capable to continue their higher studies at college or university.
In general, the number of the non-professioned are increasing, while the requirements of skilled workers for mills and factories in the new industrial zone of Tan Thanh has become more pressing.
Because of this, Phuoc Loc Vocational Training Center was allowed to establish so to provide the skill training to young people, specially the poor ones.
II – DECISION OF ESTABLISHMENT:
BaRia-Vung Tau is a new province, separated from Dong Nai Province since 1994. According to the Economy Strategy of the Nation, Vung Tau will become an international seaport of the South of Viet Nam. As a matter of fact, many processing zones have been located in BaRia-VungTau Province, and four of them are now placed in Tan Thanh District. The needs for skilled workers will ensure a job on the spot for the local young people, and improve the living standard of Tan Thanh District in particular, and BaRia-VungTau Province in general.
For this reason, the Local Authority of BaRia-VungTau Province is eager to look for new vocational training centers, training and providing new emploments to the numerous young people who have finished secondary education, and even a great number of other young people living in the province.
Phuoc Loc Vocational Training Center was established, based on the decision No. 549/QÑ.UB of the Committee of Tan Thanh District, signed on September 21st, 2000.
Phuoc Loc Vocational Training Center has been operating under the Operation Certificate No 07/2003/GCNDN-LÑTBXH of the Labor and Social Welfare Service of Baria-VungTau Province, which was first signed on September 23rd, 2003 and then re-extended on March 22nd 2007, No. 02/2007/GCNDN-LĐTBXH.
III – TARGET OF TRAINING AND TRAINING MAJORS:
The experience of developing countries has shown that the most effective way of helping the poor and disadvantaged of the society is to assist them, particularly the young, to develop some forms of vocational skills. With what they have learnt, they may get a job to support their families and in the meantime improves their living standard and future.
For this purpose, Fr. Joseph Nguyen Van Quang and the confreres of the Salesian Congregation aim at the poor young people, the homeless and the abandoned, so to educate them and train them a skill. This concern leads us back to the very beginning when Don Bosco, their Founder, devoted himself to the youth, giving a home and shelter to those who were most at risk in regards to exploitation.
The aim of Phuoc Loc Vocational Training Center is on the “vocational skill” aspect, which prepares the needy youth up to a basic and intermediate standard, enables them to quickly become self-sufficient, able to help their families, as well as to be productive members of the society. That gives the young a means to regain self-esteem and dignity.
The training majors include:

1 – Domestic and industrial Electricity course (02 years training course).

2 – Mechanics course: lathing, fraising and planing (02 years training course)

3 – Metal works and welding course (01 year training course).
-
4 – Motorcycling and automotive course (02 years training course).
-
5 – Industrial sewing and embroidering courses (6 months training course).
-
6 – Domestic and housekeeping course (12 months training course), newly started in July 2006.
Besides, Phuoc Loc Vocational Training Center has also organized basic and advanced courses of Informatics, associated with the Pedagogy and Technique University of Ho Chi Minh City, in syllabus training and awarding Level A, Level B of Office Computing.
Meanwhile, because of the practical requirements for those who work at Phu My Industrial Zone, Phuoc Loc Vocational Training Center has also organized English courses of Conversation and Level A and B certificates.
To assure the national standard of training for students, Phuoc Loc Vocational Training Center has first associated with the Technique and professional College Nguyen Huu Canh of Ho Chi Minh City, in training and awarding the Intermediate Licence of profession, and now with the Professional College of BaRia VungTau Province.
After having completed the training programs, the graduated trainees reach the secondary professional skill standard, equivalent to the level of 3/7; and Phuoc Loc Vocational Training Center will recommend them to apply for a job, or even introduce them to higher studies at a polytechnique university.
All the trainees who have financial difficulties will be funded specially and supported, with the condition that they have to show their diligence and will for progress.
IV – EXPECTED OUT-PUTS --- PROGRESSIVE UP-DATING:
1 – Graduated trainees:
Not including a great number of attendants in different courses of language and informatics, every year, the trainees attending in different training courses are increasing year by year. In the Seventh course of training, year 2009 – 2010, the trainees are 280 students. The number of trainees is expected to be progressively increasing, due to the demand of workers in mills and factories.
2 – Employments:
The new graduates, who finish the skill training , will be able to find jobs easily, and the Center will take care of looking jobs for them. The owners of workshops and factories have been making contact with the Center, asking for trained and qualified workers in different specializations. The market demand will be higher and will exceed the number of the graduates of the Center yearly.
3 – Upgrade the training:
Nowadays, many new technologies have been introduced into the industry, to make it more efficient and enable it to be competitive in foreign markets. The demand for skilled personnels is growing very rapidly, specially in the mechanical and electrical fields. Phuoc Loc Vocational Training Center should adapt and expand in technical training facilities so to meet the needs of the market. The updated training will turn out competitive graduates with necessary skills to operate the new generation of machines expected to be gradually used in industry.
The trainees who have received better training will have higher possibility of finding good jobs according to the demands of industry.

Besides, there are six members at the offices and different works for the running.
Aiming at the management more effectively, Phuoc Loc Vocational Training Center has planned to incorporate qualified and experienced instructors into the staff, so that they may share the management of the Center in the future.
The number of instructors could be in a proportion of 01 trainer for 15 trainees.
Special scholarships can be granted to trainers to attend higher upgrade courses, so to update their skills and be in touch with new technology and education.
The qualifications of the instructors should be according to the qualifications requested by the Government.
VI – RECORDS:
Since March 2003, the Center has accomplished many various courses:

Domestic and industrial Electricity: 07 courses have been trained with 285 graduate trainees.

Mechanics: 07 courses have been trained with 193 graduate trainees.

Automobile: 05 courses have been trained with 186 graduate trainees
-
Metal works and welding: 01 course was trained with 18 graduate trainees.
-
Industrial sewing: 06 courses were trained with 154 graduate trainees.
-
Embroidering: 01 course was trained with 05 graduate trainees.
-
Domestics: 07 courses have been trained with 134 graduate trainees.
-
Basic and advanced courses of informatics have trained 490 students.

English Certificate Level A: 05 courses with 150 graduate students.
-
English Certificate Level B: 03 courses with 40 graduate students.
-
Various basic courses of English with approximately 1200 attendants.
VII – SUCCESS STORIES:
The great effort that Phuoc Loc Vocational Training Center has done in these past years, is to introduce the graduate trainees into factories, to counsel and find jobs for them. Regarding those who come from poor and under-average families of the North, the High Land (minorities students) and the Mekong Delta, we have supported them by training free of charge or discount. Having a good job, they may stand on their own and even support their families. What has made us be proud of, regarding our graduate trainees, is that the Center has succeeded to find jobs for approximately 80% of them.
The best success that the Phuoc Loc Center has achieved during these years is due to the good relationship between the Center and the Companies of Tan Thanh Industrial Zones and Binh Duong Industrial Zones. During last 8 years, our graduate trainees have been accepted to do their practical training, and thereafter to work in these companies:

VIII – COMPOUND OF CONSTRUCTIONS AND EQUIPMENTS:
With the permit of establishing The Phuoc Loc Vocational Training Center, signed on September 21st, 2000, We’ve also got the permit of constructing the center, No 18/GPXD, signed on August 31st, 2001. We started constructing the first building for offices, theory classes, computer lab and sewing workshop in 2002. Thereafter, we finished constructing three workshops of Industrial Electricity, Mechanics and Automobile in 2003. We’ve also equipped for the first step what is necessary to start our training courses in March 2003.
In July 2005, We started building the staff house and the Dormitory for boys trainees. We also laid down the foundation of the canteen and the dormitory for girls trainees in October 2005, and the Multi-purpose house. All the constructions have been finished in August 2006.
This is a non-profit work, realized and run by the Salesians of Don Bosco of Viet Nam, through the support of benefactors. What we’ve been doing is for the benefit of our popular and poor youngsters, specially those who are in danger of moral and education.
